A government initiative to localise pharmaceutical manufacturing, combined with a rapidly growing and young population, is driving demand in healthcare delivery, medtech, and health data. Vision 2030 targets raising private sector investment in health from 25% to 35% of total spend.

5. Entertainment and Creative Economy

Saudi Arabia had zero licensed cinemas in 2017. Today it is one of the fastest-growing cinema markets in the world. The General Entertainment Authority (GEA) has overseen the legalisation and expansion of concerts, live events, sport, and digital entertainment. This is creating a genuine private sector economy around content, events, venues, and creative services.
